I plan on buying a filter and filter holder for my brother for Christmas. These things seems so complex for such a simple device. He has a canon powershot A95, can someone direct me to a site with a filter holder that fits this camera? I just keep getting more and more confused the more I read about them.

It depends on what sort of filters you want to use.

I made one for my A80 (replaced the A95, and very similar).
I purchased a 23mm ND4 filter, put into a simple frame made from ice cream cartons, then wound some springs through it, and use those to hold it to the front of the lens, by clipping them into the adaptor mount.
It cost me NZ$23, instead of NZ$40 for an adaptor, and another $40 for a 52mm filter.
Its not the easiest or prettiest way do to it of course.

The easy was is to buy the canon adaptor that fits over the lens.
It has a 52mm thread at the end that will allow you to use any 52mm filter, or any of the extra lens, etc etc.
