Anyone know how to set-up a dual boot with a SATA & ATA hdd both with XP?

Dual boot two XPs? That's not difficult.

Install XP on one...then install XP on it again, but change the installation drive. That will show two records of XP to boot from in the loader at the beginning. Might get confusing if you don't name them though. ;)

Trouble I'm having is, both drives already have XP on them. Even if I remove the SATA drive that came with my PC the ATA will not boot.

Trying to add a second hdd to my pc that has XP on it. The only disk I have for XP is the recovery cd that came with my wifes PC.
Would like to keep the ATA hdd XP for other users and SATA hdd XP for myself.

You'll need to add the XP installation to the Boot.ini file on your system.
It should look something like this:
multi(0)disk(0)rdisk(0)partition(1)WINDOWS="Microsoft Windows XP Professional x64" /fastedetect
Your's will be different, but if you have both installations in the Boot.ini, it'll prompt you when you boot up.
edit: wait, are you saying your XP is corrupted?
