Whats up with that?
Sorry! The administrator has specified that you can only do one search every 30 seconds.
This comes from using the link "New posts"

doing a search requires a lot of bandwidth and server power -- the sever uses certain algorithms to find posts that are very intensive. this increases the slowness of the forums and can drive up costs in certain situations. 30 seconds is not so bad -- there are forums that have minimums of 45 seconds, 60 seconds, and even 90 seconds!
meanwhile, my profile says I am from Durham, UK and I like "battery, photos"
riight...

Actually, the search is more server side intensive IIRC. I run the same type of VB forums on my sites and I'll watch the CPU #1 spike when someone does a search.
But in any event, it's to cut down on server intensive / bandwidth purposes.

I understand that but its a simple search and it has just been changed.

Do you want to do search in faster intervals? I set it to 10 seconds now. The limit is a basic method to prevent robots (or people) overusing site resources.

Change to 30 seconds or different?
I don't see this as an issue really. They have search bots that go out and mirror forums. Mine constantly has 2 users on it most of the time indexing all my threads. It's another way to stop traffic from search/web bots.

10 seconds is more then adequate. I have mine set to 15.

It is fine as it is now (10 seconds). With the quick reply You it is possible to respond to a topic so fast that with 30 seconds You have to wait before being able to use new posts list.
I use new posts list 90% of the time and also did that on the old site. I rarely enter each forum specifically.

There is also an easy change to remove the "New Posts" and make it "Today's Posts" which allows you to see all the posts in the last 24 hours. New Posts is only posts made within a predefined 60 minute session IIRC.
