should have added more info.
its a 19" viewsonic a90f+... its like 2 years old at most. its like new.
and while i dont think this matters, my video card is a geforce 4 mx 440.
also, i think this could be an emi problem...
i always ran the monitor at 100hz before my dad installed a new wall socket, and since then i cant run above 60 w/o the shake, and the screen warping didnt start untill today when my mom installed 3 miles of christmas lights.

It would be helpful if you could provide more information regarding your setup, however, several things come immediately to mind.
Was the monitor working properly previously?
Did you change anything in your setup when the problem started
Is your monitor near any electro-magnetic sources (other monitors, TV's, electric motors, printers, etc.?
Have you checked your cables to make sure thery're the right type and connected properly?

I guess our 2 posts crossed at the same time. I guess you've also answered your own question.
If possible, move your computer & monitor away from the new outlet (also, maybe have an electrician check it to avoid a house fire) and from the lights.
Good luck

If you can't move the computer (for that matter, even if you can, it sounds like the electrical's dicey) get a surge suppressor, or better till, an UPS from a reliable vendor to protect your gear.
