Welcome to POTN....first, you don't need a fancy camera or computer to do the NYIP course. A Digital SLR will make things easier, but isn't an absolute necessity. The course will work you through the camera basics right up to the latest techniques.
If I was just starting out, I would seriously consider a used Canon 20D with a 28-135 IS lens or a 17-85 IS lens...and for the computer part...I really would rather have a desktop computer and a nice LCD monitor to process my shots on, but there are a lot of decent laptops as well. I have no problem running PS 7 on my Gateway laptop...but any laptop from a reputable manufacturer should be just fine. The big thing is going to be screen size...I have a 17" screen on mine and really wouldn't want anything smaller for photo editing.
Hope you get some additional input....and good luck with your course!

Well the obvious answer, since you are asking here, is that you first need to get a Canon DSLR;)
Personally I am a big fan of Apple computers. If you want to save some money and get a MacBook instead of the MBPro then you could add a nice monitor as well.
If you post your budget then I am sure you will get more responses because its much more fun to plan to spend $2k than it is to work with "dont want to spend to much"
