Smiley Face and Tag Buttons

Curious, I've looked everywhere, but I dont see the buttons for the smiley face icons, or the buttons to put quick tags around text (like bold, italic, url, img), etc.
Are there such things anymore?

Click the User CP link. Select Edit Options. Scroll down to Miscellaneous Options. In the Message Interface window, select either Standard Editor or Enhanced Interface. The Smilies should show up after that.

But what do you have to do to make the emoticons to work right. There are times when the emoticon I clicked on shows and then there are other times when all I get are character representations of the emoticons. :?
