6400 ISO? You need a big sensor to get that without really awful noise. And I don't think any P&S offers that. They tend to top out at (a very noisy) 1600. The only Canon that has factory support for RAW is the PowerShot G9; 12 MP and ISO 1600 tops. But it won't meet your price point.
You can also look at the CHDK hack (http://chdk.wikia.com/wiki/CHDK) (there's also been a fair amount of discussion on it here), which adds RAW capabilities to a number of PowerShot models.

This may not answer as best as you like, But that is a Hack out there that give Many point n shoots the ability to take RAW.
Its the " CHDK" hack.
with the lack of IN camera RAW, you should be able to find a camera Under 350 with everything you ask. then Load the hack and you get RAW.
The hack also has alot of other Features.
Darn, Mod beat me to it ;)
I also want to Add, alot of Point n shoots Can take up to 6400, but they Drop there Megapixals ALOT to get to that.
The g9 for instance can only take 3200 Iso at i belive under 2 megapixals.

yeah thats a good point i wasnt thinking about the drop in mps... the noise im not really concerned with...... i love canon and i would never shoot with anything else for my work but i do really love the leica so i may just end up going with that unless anyone else has a good idea
