A friend of mine got a canon G9 today, however im a bit confused to how it plans to expose a shot.
in Auto i was shoting at:
iso200
f/2.8
1/80th
no flash
and the picture comes out properly exposed
In M i get a massivly under exposed shot trying to get the same as above
and in AV mode it wants to user 0.4sec exposure
all shots were in a well lit room in same lighting condition.
what i cant understand is why i need a long exposure in "creative modes" compared with "basic mode"
probly a simple setting im missing??

The full auto settings are not carried over to Manual mode.
The menu setting might include auto ISO shift.
Taking a guess, when in manual mode, the ISO on the dial was probably less than 200 and the aperture setting in Av mode was probably a higher number than 2.8
Check the EXIF data to see the actual exposure values.

Check the Neutral Density (ND) filter setting. If it is set to ON, it will affect Av and M modes, but will be disabled in Auto causing the underexposure of approx. 3 f stops.

What does the EXIF data indicate?

the exact exposure as in the auto mode
Based on your description and checks, the camera must be broken.

I doubt it is, mine plays games too. I haven't tried this exact scenario but I also find that going to M mode often doesn't play nicely. I particularly have issues with flash, it seems to ignore all of my attempts to change the flash power level or adjust exposure.

I don't believe that the camera in question is broken either.
I regularly use Manual mode, especially in flash, with my own G9 and don't have exposure problems (provided there is no operator error!).
Here's a reminder of the LCD display in various flash modes,
