The other day I went out and shot a bunch RAW images in B&W. When I got home and opened them in CS3 they uploaded as color files. Am I doing something wrong or is that how CS3 works?

That's because ACR cannot read the in camera parameters such as picture styles.
Only Canon software like DPP can.

So how do people edit there images in PS? Would they use the desaturate option to bring it back to B&W?
I never shot in B&W so I'm not sure how it works. Thanks for the input.

No, Desaturate would be the worst B&W conversion option. There are lots of other methods depending on the version of photoshop you're using. One method would be to open the image in Adobe Camera Raw, then go to the HSL tab and select the "Convert to greyscale" option. then use the color sliders to tone the photo(s) to taste.

I take a few steps to convert to B&W.

You DO NOT have to take this many steps if you don't want to, this is my personal method. Just add a curves adjustment on top of your B&W image to bring out the contrast.
I've recently started using the Black and White adjustment layer instead of the channel mixer.
