ps brushes and vector brushes in ps

I'm looking at some sites for brushes and they also list vector brushes. what's the difference between regular brushes and vector brushes??

how does one install brushes into PS?

My guess would be a vector brush is the ones with star or flower shapes and such ("natural" brushes). Scale-able without getting 'coarse edges'. Then again, thinking about it, I'd say any PS brush is a vector brush.
