What lens do you currently have with it? The kit 18-55? What's your budget? A good flash will run you around $200 (say the Sigma EF500 DG Super, which will give you FEC and E-TTL) or more. If it's long enough for you, a number of people like the Canon 28-135 IS at around $400. If you already have the kit lens and want something wider, there are either the Sigma 12-24 ($660), the Sigma 15-30 ($580), or the Canon 10-22 EF-S ($800).

Right now i have a canon 28-90mm lens, and i was thinking about buying the Canon 70-200mm f/4 L telephoto lens, but i am not sure if that is the best choice or not. I want to get a flash but I have no idea which is the best or what goes with the digital rebel.

70-200's nice. For a flash, either the Sigma, or for bigger bucks the Canon 550EX or 580EX. All will provide Flash Exposure Compensation, which the DR doesn't have built-in. They'll also be able to function as master units for wireless automatic (E-TTL) multi-flash work later. If you want to replace/supplant the 28-90 there are several options too, but for around $70 you may want to add the 50 f/1.8 to your collection regardless.
