Im not sure exactly what to call it. It's sort of a dramatic sepia effect?
Can anybody give a tutorial on how to get this effect?

looks like shadow and hightlights was used somewhere in the process...

Look at the way that the different densities blend, especially on the face and the uniform. Am I the only one who sees likely tone mapping to get the main part of the "effect" with heavy sepia (or close to it) tinting to get the overall coloring?
