This lil guy and all his palls were hard to get a good focus on.

The wool is an anal secretion from all the sap that they ingest. Ants tend to "herd" or farm them for the sugars that the wool is produced from. Cotton candy if you will.

That's what I thought. Certainly looks like a leaf hopper.
