11X14 IMAGES in CS2

I'm using photoshop cs2,and I'm having difficulty resizing an image to 11x14.The person on the image looks stretched out and wide.Is it possible to use the transform tool to get the person to not look stretched out?The measurements are 11x14 at 300,and it is set on bicubic,with resampled image checked.It is a wedding portrait so I need to include the train of the dress.Any help would be appreciated,Thanks

Use your crop tool instead, set to 11,14,300. You are going to have to crop a little off.
