This is completely free and a great way to learn how to process your pics, especially for us rookies. It's called www.photofiltre.com .
I tried to download Serif and Gimp, two other free software sites, but had problems, being the computer dummy that I am. Then I tried Photofiltre and bingo, I had myself something new to play with.
Be sure to look at the galleries to get an idea of what you can do with your pics besides get rid of red eye and fix up the shots you screwed up, like me. There are also some really good tutorials to teach you some really cool special effects ( I spray painted "Len + Sandy" on a pic of a side of a bridge and showed it to my wife. She freaked cause she thought it was real.). There's also a forum, but it's in french, darn it.
