Where do I find the camera raw preferences under Photoshop CS on Windows? It's not in preferences, and I want to tell it to apply smoothing to the preview and the converted image.

I know you can set a preference for sharpening, but I don't think there is a preference for smoothing. For sharpening, open a raw file into PS CS Camera Raw. On the right hand side of the CR window there is an area for setting. Just under the histogram, there is a triangle pointing to the right. Click on that and you will see the "preferences" option. Click it and you will see your sharpening options.
I'm not sure why they made it so hard to find...

When you open ACR, you will see "Settings:" on the right with a dropdown list you can select from. Next to that is an arrowhead. Click on it. It will open a flyout menu. One of the options on that menu is "Preferences."

Steven is right. Luminance smoothing is not one of the available preferences options for ACR. It is also not a setting that ACR II remembers when you load a new image.

Thanks guys, it's way too hard to find. You have to click "advanced" before the preferences thing is under the arrow too!
You're right steven, it's only for sharpening.
