This look similar to one of our horse flies Rhigioglossa (famaly Tabanidae).
Very good Brian. These can be so confusing. :)

Almost looks like an American Deer fly. I hate 'em!

I'd say wasp - given the lack of arista antennae (at least from what I can see) and the rear section. However - the wings look like fly wings, very odd (both in size, shape and the way it's holding them). I'd say a flasp.

Not a wasp Dave- you can see a haltere on it's side (no 2nd pair of wings)

It's a soldier fly ID'd as Stratiomys potamida.

that's why I noticed the wing structure etc ;) Unusual looking soldier fly, certainly more colourful than any I've seen for a while...
