Can anyone please tell me the best way to create a photo file no bigger than 100Kb using PH without loosing to much detail. I am trying to do this so I can upload photos to this forum.

what is PH? use photoshop and compress to 640 x 480 and save as 1-3 jpeg and then upload here

PSE 3 has a feature under "jpg 2000" saving format to input the size of the file you want saved and it modifies the quality accordingly.

I think the poster got that, but is struggling with getting the image below the magical 100K limit.
