Have a Powershot SX100 IS and really like it, but need advice on the following. When trying to use manual modes to take a picture of something requiring a long exposure (for example, to blur the moving water in a creek) I find it impossible to get an exposure that isn't so overexposed that it is basically washed out. The camera only gives me the option to go to an f-stop of 8.0. Am I out of luck with this quest or is there something else that I need to do? Perhaps the camera just won't do what I am asking it to do?

I don't know the SX100 or your skill level - but let me throw this out there in case it helps:

On the G7/G9, when in manual mode, it will let you control either Shutter Speed or Aperture with the scroll wheel - and then to switch to the other, you have to hit the button indicated below:

That switches between the two (Shutter speed & Aperture).

Hope that helps.

You now know why you need a neutral density (ND) filter, but not sure how you will be able to use it. Read this article;

http://www.adidap.com/2008/02/15/neutral-density-filters-what-are-they-when-to-use-them/

The G7 and G9 have a built in ND filter, so those blurred waterfall pictures can be taken. They also can add an adapter tube so an ND filter, or other filters and lenses can be added. Your SX100 IS does not allow for addition of an adapter tube, so you cannot add a filter, in a normal manner. You could try holding one in front of your lens, right up against it, but it is a little inconvenient.

Oh, yeah - I missed that before - kinckd said that he was already at f8. So yeah, you're probably in ND territory now.
