Can I reset a thread so it displays as being 'un-read'?

nope - just wait for someone else to post in it and it will reset automatically.

what if you clear your cookies, history etc?

The read/unread status is controlled by the forum software. You can only mark threads/posts read not unread.

As far as I know, it's possible to mark the entire forum as "unread" but clicking on "Mark Forums Read" at the bottom of the main section list.
I don't think it's possible to do this for individual threads/sections.

Yeah your right my wording was a little misguiding. We are both a little off actually.
It is possible to mark individual forums read. In the indiviudal forum under Forum tools you can choose mark this forum read.
So individual threads/posts but individual forums or the entire forum.
