Probably the crop tool ;)
I prefer LR over PS, but PS works as well.

windows picture viewer is mines it gives selectable picture sizes like 8x10, 8 1/2x11,5x7 ect. or custom size that way you already know how it will look on the paper size your using..

Lightroom by far. It's nondestructive, easy to use, provides guide lines for straightening/rotating (which you can do in the same tool) and you can even have it show you thirds, or golden ratio, or several other compositional rule lines by using the 'O' key when in crop mode to toggle them. I'd even venture to say it's better than using the viewfinder because sometimes I can get several different images from the same shot where if I had cropped one way in the viewfinder some of my options might not be available. So i like to shoot a little wide and crop accordingly.

I prefer Digital Photo Professional and Photoshop for cropping!

digiKam-showPhoto
it gives you ROT, golden, triangle, etc guides
it lets you set the aspect ratio so your prints won't clip or stretch
rotation with guides (but in a seperate tool)
freehand crop is right on the main screen

That's too bad, here are some of the crop overlays in LR for anyone else who might be interested:

I try to crop with my feet. That is, I move around until the image looks right in the viewfinder!
