You could probably write one pretty easily.
Create a new layer and use the paint bucket tool to fill it with white.
Use the rectangular selection tool to define your frame.
Hit delete.
Double click on the new layer to bring up layer styles.
Click the box next to Bevel and Emboss.
Now click the category bevel and emboss and you will see the adjustment dialog box. Click outer bevel and chisel hard.
Use the rest of the adjustments to get the look you want.
If you write an action you made need to:
select the new layer
Then select...transform selection.
Reduce the size of the selection by a percentage.
Hit delete.....then follow the above instructions.
Pretty easy thing to do and once you get it written you can batch it and do a whole directory of files.

I try but couldn't get the ligting right so the bevel would have the same depth look and also could figure out how to get a little more white mat at the bottom only. Somebody here a year ago was nice enought to share with me different size mats that had the bevel just right.
