Thanks! I use Paint Shop Pro and the clarify command several times to bring up and equalise all the levels, then noise reduction and finally a heavy dose of unsharp mask.

Man I knew PSP was worth while, everyone claims Photoshop is the cats meow but you proved them wrong. How did you achieve the selective color? Did you use layers with varying opacity?

No that was just a side effect of the clarify process - shot was taken at night and all the dark areas around the lit shop fronts were lifted out of shadow by the effect and ended up virtually monochrome.
