I see a weight capacity difference and 3 vs. 4 section but is it worth more to pay the extra?

I will be using it with a gripped 30D, 430EX, 70-300mm. Other monopod advice is welcome. I don't to spend a ton of money either. $100 or less is best.

Max height, Folded length, Weight, & Price are what is different.
3 section 4 section
Max height 63.8" 60"
Folded Length 25.2" 20"
Weight 1.3lbs 1.69lbs
cost $44.95 $59.95
Now the real question is how would you rate those items listed above in order of importance and that will lead you to your answer as to which one to buy.

Do yourself a favor and get the 680B. Compact and very sturdy. You wont be disappointed!

Do both of those require a head of some sort, or does the exposed screw fit the camera bottom?

I was fixin' to buy the 680B before I figured I should at least ask. I am going to add a swivel head with quick release. I will be using other lenses with it as well. Thanks for the advice.

Head requirement and type of head will depend on what you're going to be shooting. But, yes, you can screw a camera or a lens directly to the top of those monopods.
