Taken from the back of a flat bed truck moving at 5-10 mph on a very rough road, no tripod, G5, Auto Mode.
I like the photo, but how do I get the deer's midsection and head more in focus . What causes the "painterly" effect?

You needed to stop the truck. It most likely was in focus, but the truck moving with a slow shutter speed caused it to blur.

What went right is you have the panning action down pretty good! (you can tell because the deer is sharp as far as forward motion goes. It is the up and down the dear is doing that causes the blur and the only way to fix that is a higher/faster shutter speed. I notice in your Exif that you were shooting a 1/10th second... if you would have had it at even 1/60th you may have saved the shot. Try panning cars (follow them with the camera, do not stop moving the camera when you press the shutter release) and you will see the same streaking effects but the car will be in focus because it is not jumping up and down. Give it a try.

I guess I wasn't too clear in the ex. The deer is running along side the truck. The deer often runs along side the truck, so I can try this at least once or twice a year.
But, I see what you are saying about the exposure. Next time, I'd like to preload C1 and C2. I think I can figure out a faster setting to reduce the blur due to deer motion. But, what causes the picture to "wash out"? Is the ISO? With two settings, what would you vary?
