I dont know the program they are using here , but Dreamsuite 1 has a tool called Putty that can do that type of stretching .

The "neck stretching" wasn't a tool, it was just an effect designed to dramatically illustrate the post-processing of fashion photography.

They use the lasso tool to select around the hair and across the neck. Then they copy that selection onto a new layer:

Next, they move that new layer up a little, "stretching" the neck:

Thanks for that Pam , they didnt show the whole process in the end product and created menus to make it look like it wasnt photoshop I guess we all thought the pushing and pulling was real time every step but it wasnt some transform steps and layering were not shown .
