When I set my flash to this mode (the 3 arrows, 2 white and the right one black, right?) The flash fires at the end AND the beginning. Is this normal or should it only fire at the end? If the latter, how do I change it to do so?

It's normal. The first one is the preflash, the second is the real flash (or second curtain flash).

The 1st is pre flash as said , It is so camera can take a reading and set flash strength .

So the slow-mo break down of the exposure is:

pre-flash > shutter open > time > flash > shutter close

correct?
