Is there a guideline of which focal lengths should use "Slim" or "Non-Slim" filters so I don't have vignetting problems?

No, because it also depends on the camera sensor size and the specific design of each lens.

In the lens section, there is a STICKY with a lot of good information about filters, including thinline, vignetting, flare, multicoat, etc. Excellent posts.

Depends on your body and lens to be honest.
I would recommend slim filters on wige angle lenses especially if shooting with a 1D or 5D body if you are talking about lens screw in type. xxD and xxxD bodies could be OK with standard screw filters throughout the range unless getting to UWA.
