That looks like it has happened to resizing. Have you got a 100% crop of that section?

Oh, that is sad. Are you sure it will print out and not just something you only see on the monitor?

it looks more like a moire pattern
from internet:
"If a scene contains areas with repetitive detail which exceeds the resolution of the camera , a wavy pattern can appear"
search fo moire pattern in google for more info
i dont think this will appear on a print.
hope this helps.

I see that all the time on my monitor but the moire patterns do not show up when I print at 4x6 or 5x7 or 8x10 on my Epson R800 printer.
BTW...very nice photo :)

Definitely try printing it. When you resize it digitally you get that moire pattern. Shouldn't need to worry about it. If its for the web, try resizing it at different sizes.
When you preview it at 100% you likely won't see it. Try 75% and 50%. You will see that the pattern changes or even disappears.
Nice picture.

photoshop
select eye dropper, copy color of jacket
create new layer, blank
select pain brush, set for "color" not "normal" (default)
pain over moire pattern
adjust opacity to taste.
