The silicone grease is for putting on the yellow O-ring. You must make sure NO dust is on the ring or gets on it and use the thinnest of smearings of silicone grease making sure you have a thin layer over the whole ring.
Meanwhile the antifogging liquid is used to clean the inside of the flat lens in the underwater housing.
Do net get water inside the housing ever. Rinse the housing (closed of course) in fresh water for at least a few minutes after use and then dry all parts and blow water out of any crevices otherwise any salt water remaining will cdry off and the salt will crystallise and start corroding any metal bits like the hinge.
REMEMBER to make sure your expensive camera is covered for water damage before taking it underwater! Check the insurance small print carefully!
Finally, take the user manual with you. Make sure you set the camera so it flashes with EVERY shot or you will get blue pictures.
Read the Canon Underwater Photography Guide:

Make sure you have a strap with hooks at both ends so you can tether the camera to you underwater to prevent it floating away.

If your camera has White Balance settings, set it to TL light High, so your foto's underwater will be more reddish (more normal). That's my experience.
Success,
