people buy a card for a certain amount and scratch off ( tinfoil kindof thin cover) to see if they got three numbers matching
if they do they win that amount
not too sure but I think thats what the cards in the sign mean

we used have a radio half hour programme over here called 'scratch saturday'
it was so very funny
lol

but the the politicians didn't like it and took it off air
