Why don't you take a sentence to describe what your arrow was aiming to accomplish in one or both of these apparent headlight-time exposures.

Then, I will feel more comfortable telling you whether it his its mark or not.

Looks like a long exposure along the highway with the USD tower as a ghost in the background.

Nothing much to tell about the pictures.
I was driving on the freeway and there is a spot along it that if you pull over at the right spot, you can back up into this old on ramp that isn't open anymore. I like to hang out there sometimes, and I had my camera. I noticed that you could see Balboa Park in the background and just thought it would look neat if I could frame the moon with balboa park and get some cars going by. The other one where it is a lot of red just happened by mistake when a semi truck drove by.

Sometimes you must just conclude that our skill is not good enough to capture a scene as good on film as it looks in real life. Guess this one of those.
