I have just purchased this lens off E-bay, and it did not come with the owners manual. Is there a place I can look or download a manual, or can someone tell me what the switch is on the side of the lens marked:1.2m - oo or 3m -oo

That switch is a focus limiter, when it is set to 3m (meters) it will not focus closer than that. When it's on 1.2m it will focus down to 1.2 meters.
That is a great lens, enjoy!

If it had IS i'd grab myself one right away. Alas, it doesn't :(

If you set the switch to 3M it might focus a bit faster but it won't focus on objects closer than 3 meters.

Good technique (or a beanbag) beats IS nearly every time, don't let the lack of IS put you off.
If it had IS then the price would be higher
