I'm lost on what you're proposing. Still, what do you want to upgrade to the 400D to the XSi for? What do you feel you're missing that the XSi has? Are you also considering an upgrade to the 40D (since you posted it too)?

No, you meant the 40d kit there in your first post... XSi kit is body + 18-55IS (much better than sigma 18-50), and xsi is 12mp.
40d kit is 28-135IS and body, which has 10.1mp (don't like the lens, but 40d is nice).
You should probably fix your first post to reflect the body kit you really want.
I think you are far too confused on the bodies. Unless you absolutely need a new one, just stick to the trusty 400d. Liveview is not very useful except for landscapes, macro, and stills (or with a very wide lens for photojournalistic reasons, though i find good hand eye coordination and a keen spatial reasoning ability to be just as effective, and faster). And it kills the already short battery life.
Unless you really need a new body, better lenses will help you much more. A nice 17-55IS may be good, or a 70-200 f2.8 (depends all on your shooting habbits though)

I think this is the better route to take. Live view really isn't all that useful. I could live without it but it does come in handy once in awhile.

Wait until this coming Tuesday, as Canon will unveil the new EOS 50D. 15.1 MP @ 6.3 fps, ISO 100 to ISO 12800 (), Digic 4 processor, and a 3" VGA LCD screen. It will be sold in a kit with the EF-S 18-200 IS lens. The specs were temporarily displayed at Canon's main website in China two days ago. But it won't be made official until Tuesday.
Even if you don't believe in pre-release information, it would be prudent to wait until Tuesday before buying a new camera.

I don't trust anything before it is made official by canon USA, Canon Japan, or the EU version. Last year the chinese version had a 7d on display, I don't see a 7d for sale anywhere  I'm sure you've heard horror stories about cheap chinese products and fake items before, no reason to believe this is any different.

It was simply a mistake.
