This a good deal? I dont think i really need the lens but maybe the cheaper 18-55 lens for whatever shooting?

That's a decent deal..you could hang around looking for a bit cheaper, but that's not bad.

What are you shooting and in what conditions?
How much reach will you need?
How fast an aperture will you need? i.e. Are you stopping action in low-light or sunny16?

I am shooting my sons pop warner football games. Last year i used a Canon XTI with the 75-300 usm lens and it worked vey well. i have a field pass so i am on the sidelines up and down the field.
I really need to get the camera and atleast the 75-300usm lens and memory card by this friday in my hands.

You know, that 28-135 could be very useful then if you are shooting during the day. Enough wide for the benches and color in the stands...quick zoom for the action to the first hash. Slap on a longer zoom in that 70-300 range for the rest from the end zones or the short side...the xsi will definitely give you the shutter speed you need....good luck!

You dont think that the shutter speed of the 40d would better suit me?

shanging lenses in the middle of a game is kinda tough to do.

True, true. Yes, the 40D has a faster shutter speed and burst. If you were shooting the pros...maybe it might make a difference....the Rebel XSi should more than do the trick for you.
