Shutter Speed ?

What would be the slowest shutter speed to get outdoor sports like soccer and football.
I shoot some yesterday, It was overcast and I had to bump up my ISO to 400 for around 500 SS. Most all of them seemed soft and out of focus. I also had a 1.4 Kenko that I was playing with. Just trying to figure out the shoftness.
I would have thought that 500 SS would be fast enough.

1/500th should be fine, it's more likely focus. My general rules are for stationary people 1/30th-1/50th, people moving slowly 1/125, people moving fast 1/250th to 1/500th.
