I would like to know from other experts the best digital editing software for digital wedding photographs. I understand every photographer's style is different. I'm looking add a soft & romantic look and feel to my images. Here is what I would like to accomplish during post processing.

1. Remove facial skin texture imperfections not covered by make up. What's the best technique?

2. Enhance richness of overall color without saturation. What's the best technique?

3. Add a soft and romantic look and feel to the image. What is the best technique?

Also, I noticed some photographers when shooting weddings indoor and outdoor will not use flash. However, the image results are astonishing. How is this possible without the use of flash indoors and outdoors?

Photoshop looks like it'll have the tools you need. The techniques might be too broad to cover in this thread alone. There isn't one best technique over another. It's user preference. And just curious, what would you classify as a romantic look and feel? Ambient lighting can add to the atmosphere of an image. Without correctly knowing how to use flash, you get harsh lighting that usually looks ugly.

Excellent question! a romantic look and feel would revolve around the image lighting. The overall lightning will be subtle throughout the entire picture. A common technique used for this effect is bounce flash or the use of a defuser. However, there are several techniques used via photoshop or with digital editing softwares to accomplish this look.
