I know Amazon still lists the 10D, but they want almost as much as the 20D is selling for. Plus, I'm not too sure about buying something like a camera from them.
B&H and Camera World of Oregon are both out of the 10D.
Does anyone know of another reputable Web site (preferably with a brick-and-mortar camera store like B&H) that still has the 10D for sale?

Very unlikely, they havent been in production for a while, so any new 10D on the shelf are past stocks, and many of them already sold them. Theres at least 1 for sale in the sales forum here. The only other place would be like ebay. Other than that, only thing I can think of is local camera shop.

Used 10D bodies, in essentially mint condition, are plentiful on the used market, and usually at pretty good prices ($800 or so isn't unusual). I suspect many of them were purchased by people with relatively little interest in photography, who used them to shoot a few dozen snapshots every couple of months, and who are now upgrading to the 20D because it's newer and better, and they want the newest and best (despite the fact that given their needs, they'd probably be well served by a digital p&s).
Now, I'd rather cough up the additional money for a 20D, myself. But if for some reason I had to have a 10D, I wouldn't hesitate to buy a mint used example for roughly what a new Digital Rebel was selling for last summer.
Otherwise, if you must have a brand new camera, and the 20D doesn't do it for you, the Digital Rebel is readily available from any number of retailers. It's not quite the equal of the 10D, but especially with the software hack it's sort of close in most ways, and even offers the EF-S lens mount (which the 10D lacks). So that might be one way to go.
