Is there some kind of maintenance going on around 21:15 UTC every day? For the past week or so I have noticed that the forum become unavailable for a few minutes just around 21:15 UTC.

Yes, there are backups done at that moment, and Apache needs to be closed to make things happen faster. The backup script takes 2-3 minutes to finish. This is done three times a day.
