Is there by any chance any other .NET c# developers out there that would like to learn alot about imaging by writing some code? I am thinking about building some stuff to manipulate and display 16 bit tiffs in order to better understand digital image manipulation. Would be alot more fun with a colaborator.Would also be the first step to learning how to build custom PS filters.

Ha!. I wouldnt say lowly c++. Its still the most complex and robust langugage available for multi platforms. I suppose languages wouldnt even matter. Just looking for a research buddy to help understand how images really work. If you code on Unix or Linux, look into MONO.NET. its a complete implementation of the microsoft.NET framework for the open source community. www.go-mono.com (http://www.go-mono.com) You can also get the microsoft SDK with compiler for free. But, if you want to super deluxe visual tools, thats where it breaks the bank.
