Photoshop actions

This is gonna sound kinda dumb, but I am new to Photoshop (CS)...what steps do I have to follow to add downloaded actions (such as frames, mattes, pop out) to Photoshop CS.

Open with WinRAR, cut and paste to.....what folder?

Then how do I access them in PS?

Any help is great.......

duh! its late, and I'm tired, but that WAS a stupid question.......add it to the actions folder.....
