I'm a designer and I have been given raw files for this camera. I was told I could run these at A3 in a magazine (300dpi)

Is this true? How should I handle the images in photshop CS with the raw plug-in? Increase the pixels in the canon plug-in interface?

A3 at 300dpi is 16,830,000 pixels, roughly twice as much as on a 20D sensor.
To fill an A3 sheet, you'll have to print at ±200 dpi.

You don't necessarily need to do the upsizing in Adobe Camera Raw. You can just open the RAW file with Adobe Camera Raw and resize it in Photoshop (menu Image / Image Size).

Note: To be able to open RAW files from the 20D directly in Photoshop CS, you might need to update the Adobe Camera Raw plugin to version 2.4 - you can download it from Adobe's website here: http://www.adobe.com/support/downloads/detail.jsp?ftpID=2701 (this link points to the Windows version).
