I have the Digital Rebel and have been using the Tamron 75-300 f/4-5.6 lense but I have seen some write ups on the Tamron 28-300 f/3.5-6.3 XR, DI, LD. Would I see better quality pictures with the latter?

I have no experience with the Tamron 28-300mm f/3.5-6.3 XR, DI, LD. Nor, for that matter, do I have any experience with the Tamron 75-300mm f/4-5.6.
However, as a rule, the wider the zoom range, the more optical trade-offs are required. Particularly when the zoom range is as extreme as 28-300mm.
Exceptions exist to every rule, but I suspect a 28-300mm lens would have to be something really special, and probably pretty expensive (like, say, a Canon series-L), to outperform even an unremarkable 4:1 tele-zoom.
So in answer to your question, no, you probably won't see better quality pictures from the 28-300mm lens than you would from the 75-300mm lens. Except in the 28-75mm range, where the 28-300mm lens will be far superior.

A couple of months ago I bought the Tamaron 28 - 300............very poor sharpness. I took it back the next day.
