What is a strobe ratio? Is it the ratio of light intensity between a pair of strobes?

Not a common term, 'strobe ratio'. Probably some local vernacular that someone is using instead of the more common 'lighting ratio' or to refer to the balance of power output between two strobes.

Maybe you misread... they might have mentioned 'ambient/strobe ratio' which should have been properly interpreted as 'ratio of ambient light:artificial light'
