I am trying to clean up a photo of a frame from a security video.Its size is only 760x560.There was robbery in a shopping center and I am trying to clean the picture up to get a make on a car.What software would anyone suggest that might make it look better.

Well,. if you watch any TV you know that there is "magic" software that will resotre resolution that never existed in the original imagfe availble to the FBI etc...
NOT ;)
All I can imagine that would be helpfull would possibly be a noise reduction program like neat image,.. or just trying to blow things up (interpolate) the image a bit to make things easier to see?

use photoshop to put the number plate belonging to your most irritating neighbour

Long ago (more than 10 years), when I was studying, I had a class about digital image processing. The professor showed some software that could take out a lot of motion blur out of images. He had an example of a photo of a moving car, with so much motion blur that the number plate was unreadable. After running it through the software, the number plate was clearly readable. (Ofcourse it wasn't a live demo, computers were far too slow to do it in a short time back then).
Now you can buy software that does approximately the same, Focus Magic (http://www.focusmagic.com/). You can download a trial version before you buy it.

You should look at Focus Magic. It even has a tutorial with a license plate in it.
