What do you have now (both software and hardware)
What OS do you prefer?

look here: http://www.wegenermedia.com/macbookpro.htm
I got a MBook (new one) recently but brand new and about double the price you are quoting
Do not go for G4 or even G5 Macs, the are slow with CS3.
You need a machine with an Intel processor and I do not think you get a Mac of your expectations with the sum you are quoting.

Haha. Okay.
I prefer OSX, but you might get better bang for the buck with a PC laptop.
"Good" screen is relative on a laptop.
If you have a PC now (or have a PC desktop as well), and Photoshop for instance, I'd get a PC. You can transfer a PS licence from PC to Mac, but I don't think you can use one license for a PC and a Mac at the same time. Not 100% sure, but be sure to check that first.

Those two links are identical. That 2GHz dual core with 4GB RAM looks like decent specs. No idea about screens.

You're right, you can't have one licence on two platforms.
