Outfit is in the way, obstructing the face. Dodge corners more if you want more of the high key look, but this isn't really a high key image... Otherwise, cute kid! ;)

Thanks for the feedback. Yeah, I've read several tutorials on it and now I found one that mentions dodging and burning and a slightly different technique. I will try that instead. I know the pic isn't the best, but thought it might be a good one to try this effect on.

Back to the drawing board aka CS3. :)

Hey, if it's your kid, go back to the drawing board with the child. That's easier and probably more informative than to do it via CS3. You'll get plenty of practice there as time goes on, trust me!
