Problem with S400

I have a Canon Power Short S400 and am having some problems with it. When I take a picture with a bright outdoor background, the picture is pixelated and worthless. The camera seems to work fine when the background is not so bright. Attached is an example of what happens to the picture. Anybody have an idea what is causing this and if it can somehow be fixed.
