Whats the best portrait lens (brand) etc. thats under $400.00 for the 300D ??
I'd love to pick up a "L" but there just an"t any under $400.00.

Well, there are both the 50's, the 85 1.8 and they are all canon.

Depends on what type of "portraits" you plan to take. Will you be needed to change your zoom?
If you don't mind having to walk forwards and backwards to change your zoom, these are two excellent portrait lenses:
Canon 85mm f/1.8 USM (http://www.bhphotovideo.com/bnh/controller/home?O=productlist&A=details&Q=&sku=12182&is=USA)
Canon 50mm f/1.8 Mark II (http://www.bhphotovideo.com/bnh/controller/home?O=productlist&A=details&Q=&sku=12142&is=USA)
If you want an all around zoom lens that will be good for walking around and good for portraits on a budget, I'd personally recommend this one:
Canon 28-105 f/3.5-4.5 USM (http://www.bhphotovideo.com/bnh/controller/home?O=productlist&A=details&Q=&sku=206434&is=USA)
Personally, in your position, I think I'd go for the 28-105 f/3.5-4.5 and the 50 f/1.8. Both together would be right around $300.

Or ... if you want to go the zoom route you should consider the Tamron 28-75/2.8. They're selling for around $350.

You should be able to get the 50mm f/1.4 for those dollars, sharper wide open than the f/1.4, and better bokeh.
