Hi Colin,
You'll have to decide if you need the additional programs of the Powerpack pack, but I don't.
I've been a longtime fan of ACDSee, ever since version 2.x and have dutifully upgraded to 3.x and 4.x and am now testing 5.x. I haven't liked any of the upgrades.
I'm back to Classic 2.43 and love it. I use it for viewing photos and for converting PSDs and TIFs to JPG. For image editing I use Photoshop and for converting I use BreezeBrowser, so all I really need in addition to those two programs is a quick viewer. ACDSee Classic is it.
